Methodology

The template implements Basel III liquidity requirements:

  • LCR = HQLA / Net Cash Outflows (30-day stress scenario)
  • HQLA haircuts: Level 1 (0%), Level 2A (15%), Level 2B (50%)
  • Concentration caps: Level 2 assets <= 40% of HQLA, Level 2B <= 15%
  • Inflow cap: 75% of gross outflows maximum

Assumptions & Limitations

  • Uses Basel III standard runoff rates; national regulators may apply higher rates
  • Assumes all HQLA is unencumbered and operationally eligible
  • Simplified model for educational purposes — actual regulatory reporting requires additional factors

Yes. Unprotect the Calculator sheet (right-click tab > Unprotect Sheet), then add rows for additional categories. Copy the runoff formula pattern from existing rows and adjust the rate multiplier. The gross outflows formula will need to be updated to include your new rows.

Create copies of the Calculator sheet for each scenario (right-click tab > Move or Copy > check 'Create a copy'). Then modify the runoff rates or HQLA haircuts in each scenario sheet to model different stress conditions. Compare the resulting LCR across scenarios.

Basel III limits Level 2 assets to 40% of HQLA and Level 2B to 15%. When your Level 2 holdings exceed these thresholds, the After Caps values show the reduced amount that actually counts toward HQLA. The template applies both caps automatically.
